Bruce is only two years into his role as the Bat of Gotham in the film, and he’s growing increasingly frustrated that he can’t seem to see the improvements in the city that he expected when he first started working as Batman.
The fact that he can definitely stroll throughout the city without causing trouble for the cops is also indicative of how badly Gotham has devolved.
Nonetheless, in order to make the beneficial changes Bruce needs for his hometown, he may need to investigate the power people who may be involved in what’s going on in the city in The Batman. As The Riddler implies, corruption in government is so widespread that it stymies Gotham’s progress. He may also have to look further into his family’s links, as all of the Waynes may have something to do with what’s going on in the city.
